Introduction

Alyth are joining Comrie and Letham to participate in a Perthshire pilot of the ‘Street by Street Energy Audit and Insulation Programme’ funded by the Scottish Government's Climate Challenge Fund.  The Alyth Environmental Group (AEG) will manage the project locally under its existing Climate Action Town (CAT) initiative.  The AEG will be the Steering Group to make the project happen in conjunction with a newly appointed coordination post. AEG will be working closely with partners Scottish and Southern Electricity, Perth & Kinross Council and SCARF, and other organisations required to make our project a success.

This project builds well on the existing Alyth Climate Action Town project initiatives which include the ‘Energy Challenge’ and Smart meter trial currently underway with SSE, and a new transport project to gather travel information with a view to reduce commuter journeys and create and ‘hot office’ hub in Alyth.

Our Project  - Summary

Our eventual aim is to offer a free energy audit, and insulation and draft proof measures at a reduced cost, to every household in Alyth and New Alyth (population approx 2400; approx 700 homes). To achieve this our project will include:

Carry out contracts to homes across Alyth as per audits

Write employment specification for project coordinator in Alyth and advertise post. Seek employment through Perth and Kinross Council.

Seek local candidates for ’Energy Champion’ training & training of local builders/companies to carry out work.

 

Plan and undertake training events

 

Negotiate involvement of qualified surveyors /mentors /trainers from SCARF (for example)

Establish methods to employ trained persons and engage with residents to conduct house energy surveys

 

Plan training programmes for surveys and local builders/contractors

Undertake energy audits across Alyth (target 500 homes)

 

Plan press, publicity and communication (involving papers, radio etc)

Collating community  insulation requirements and preparing works programmes and installation contracts

Our Project – Stages

Stage 1:           Getting Ready (Oct – Dec 08)

This will involve all the actions listed in our programme of work to the end of 2008.  In addition, the financial claim for stage 1 will seek approval for the 12-month appointment of the Project Co-ordinator.  Stage 1 will include all the preparation work for Stage 2 including detailed financial and practical arrangements.

Stage 2:           Training, and Survey of work (Jan – June 09)

This will involve all actions listed from January 09 that will include recruiting and training local ‘Energy Champions’ and contractors and carrying out the energy audits throughout the town.

Stage 3:           Complete work (June – Dec 09)

This stage will involve issuing the works contracts and undertaking the practical work recommended through the audits.
